Because while no one (but a few anal retentive atheists and possibly a tiny number of similarly disabled other non-Christians) is offended, not everyone responds positively towards “Merry Christmas”- they may just be “meh” about it.
Because stores and companies feel that they want to positively appeal to the largest consumer base possible, they want to have a phrase which can be taken as a nod to whatever holiday is being celebrated this time of year.
The tiny number of anal Christians are offset by the non-Christian shoppers who react positively to the message.
If you find “Happy Holidays” offensive, you really just need to lighten up a bit (ditto to those who find “Merry Christmas” offensive).
